What do you mean by "implement?" They didn't change the Act. Where does the former Minister get off thinking that he can make decrees without Parliament's approval? So much for Responsible Government.

My understanding is that they're lowering tax rates for all tax brackets except the highest one. Everyone pays the lowest tax rate on their first $30,754 of income, not just the "lowest-income-group."
One thing you're forgetting is the net effect of the new government's budget. Taken together, the other measures in the new budget (new tax credits, GST reduction, other tax breaks, etc.) may reduce one's taxes far more than the Liberal plan.

I agree that it's completly legitimate to compare the two plans, but that's not what the article you posted does.

Goodale's proposal was a last-minute desperate attempt to increase votes during the election. Shame on him for wasting $20 million taxpayer dollars sending out revised forms during the election campaign (using the CRA as a political tool of the Liberal Party).
The tax "reduction" was nothing more than a political trap for the CPC - to put them in a "damned if they do, damned if they don't" situation if they won the election. If they lost the election, then the plan to gain votes would have worked for the Liberals. The policy was not well thought-out as part of a comprehensive plan, it was purely tactical.
