I think it's because good films aren't as appreciated. People are more impressed with in your face visual effects than plot line and subtext anymore. As a result, good filmmakers have a hard time making a profession of it, as their films don't generate the funds.
It's all about marketing, not talent, and it's not just the film industry with that problem.

+1, ppl have no patience for a well developed and engrossing story these days, and would rather sit through 2 hours of flashing lights and CGI unfortunately...i cant even count the # of times my friends have seen what i consider to be a great older movie on my recommendation only to tell me that nothing happened in it, or that it wasnt what they were expecting
and your point about marketing is right, i used to work at an indie film company that purchased loads of solid films (60/40 split btwn foreign and domestic) and documentaries that did well internationally and were made on shoestring budgets, but only about 2 - 3 of the ones we purchased over a 12 week period were actually publicized and released in theaters cause the cost of advertising is so steep and they cant possibly compete with the advertising capabilities of the hollywood studios..
