I didn't ask if it was a good thing or not, I asked who implemented it? I actually wanted to know which government was responsible. Again, instead of answering a question in a straight forward matter, you try and push an agenda.
You think it was a waste of time? Have you seen any of the serveys of first year uni student comprehension levels? Have you talked to any professors in uni in the last 4 years? Have you talked to any high school teachers about it in the last 8 years?
Please talk to the educators about it being a waste of time or not. They will tell you that the four year system eliminated a lot of essential material for post secondary education (mainly math). The number of tutorial, extra help sessions (in uni and college) has increased since the elimination of OAC.
I completly saw the value of OAC. I was happy that I went through that system, as it actually gave me time to grow as a person, let alone learn. OAC was much more than about just material, it was about age and maturity level.
