It's a Dutch candy, and seems to be quite popular worldwide (I take the UK is an exception). You should be able to find them in any grocery store in the European continent (i.e. go steal some from the French).

Here's what you can do: How popular are Trebor Softmints there where you live? If available, check whether it's got "arabic gum" in its ingredients. In case it does, you might be able to use Trebor Softmints instead.

As a matter of fact all you need is arabic gum and a carbonated drink. The gum reduces the superficial tension of the liquid, and the carbonation can bubble more freely, causing all that mess.

Relevant observation: I've never seen one of these Trebor things in my whole life - I just read they're "similar" to Mentos.
