I had the Kaoss Pad 2, and ended up selling it. I didn't really find much use for it with the type of music I play (prog, house). If you've already got a DJM-400, I don't know if you'll get much use out of the KP2.
Many of the effects are not very usable (they sound odd), or are very difficult to predict and control when using the pad. The sampler on the KP2 is nearly useless.
The Kaoss pads aren't really marketed directly at DJ's, but to musicians in general. As such, they aren't quite as suited to DJ'ing as say an EFX. If you're playing techno or some other genre where it's a good thing to totally F*(K with the music, then it might be good for you.
The KP3 does look to be a big improvment, however.
