anyone else think this has a lot to do with those fucked up clubs like metropolis and all those fuuckers shooting each other cuz some nigga looked at his girl the wrong way?
i highly doubt "noise" is the reason they are trying to do this...
edit: oh and yeah, that ass in a navigator running over a parking attendent or a homeless guy (whoever the fuck it was) going down the wrong way of a oneway street and speeding off.

okay, first of all, we are spoiled SHITLESS here in miami. besides some of the talent we want and cant get any other time than wmc, we are spoiled rotten. i "partied" in tallahassee, gville, tampa, jax, and atl until 2 or 3am and lemme tell you its GAY! 5am might as well just be 2 or 3am for all i care. if i cant stay until i want to leave by choice, not the club turning its lights on and saying "get the fuck out" then i might as well not even go out. so for us, its a big deal. just my 2 cents on that.

You guys hit the nail on the head. The more bad seeds you have, the more likely you'll see these changes implemented. If club owners turn out to be shady (Metropolis), and club patrons are seen as unethical (running over others) then this action will lead to a reaction.
If you think about it, that's a big part of the reason why Tampa and Orlando don't have much of a late night scene. There are those on this board who will tell you about the days when Firestone in Orlando would stay open as late as Space, or Simons in Gainesville, or some of the clubs off Franklin in Tampa. What happened? Shady promoters, 8-up underaged ravers, and so on. The bigger the scene got the more bad incidents and bad publicity it received.
BUT...comparing Gainesville to Miami is like comparing apples to oranges. Miami has that sin city mentality, or a party city mentality. As such, people expect the city to have a thriving nightlife. Gainesville? Most of the voting public over there isn't made up of the 18-26 year old students who go to UF, but rather of many conservatives. If you think about Tampa, the median age of the city is 40, and a lot of those folks are too family-oriented or retired. They have a huge impact when it comes to new laws being passed.
While Miami on paper seems like a small city (Miami has 400,000 people, and 100,000 living on the beach), metropolitan Miami is the most populated part of FL. Hell, South Florida as a whole (Palm Beach to Dade County) is the 6th most populated area in the country, with about 5.5 million people.
So while on paper Jacksonville seems like the biggest city (800,000 people) in FL, that's only b/c it's a consolidated city county. If such was the case in Miami and Dade County, then Miami would be seen as a city of 2.5 million people.
And what does a biggper population mean? Oftentimes the biggest metro areas are also the most liberal in this country. Such is the case with NYC, the real Bay area (no, not Tampa Bay - San Francisco!) and Chicago. Even Dallas, which is based in the South, and even moreso Texas (half of all state executions in this country happen in Tx), is relatively more open to it.
Miami has the following advantages that'll help ensure it stays active on the nightlife map
1) large base of locals between the ages of 18-34 who enjoy clubbing(in most cities it's by and large an 18-22 year old crowd)
2) HUGE gay community.
3) HUGE tourist industry. Unlike the huge number of family tourists in Orlando, Miami's tourists are much more about sun, sand, and hedonism.
