YES. Having just lived in LA for 5 months so far this year I can tell you first hand that they have the strictest green air policies in the US!

Now that said... they also have 25 million people who don't all do their part.
I had to take my car for a car wash at least once a week even if it sat in the driveway because of how black it would become... it was gross, my car is supposed to be forest green.
Even living in the greater NY area never came close to that nonsense.
