*Problem that existed
-(smaller states)equal state rep would be been undemocratic
-(larger states) proportional system would have effectively destroyed the influence of all the states as states
*debate was long
*July 17 delegates decide on Great Compromise
-New legislature with Lower and upper branches
-Lower house - House of Representatives
*Places were to be assigned according to population and filled by popular vote
-Upper House - Senate
*Eeach state was to have two members elected by its legislature
***Debate of Great Comprimise Side note
-Northern/Southern delegates conflicted on each states share of direct federal taxes
-Southerners wanted to exclude slaves from the count
*wanted to include slaves in each districts representation in house of rep

-3/5s Comprimise
*3/5s of all other persons would be counted for both purposes
*Checks and Balances put into place
