It was more than likely an accident, for one, there isn't a LOT of damage you can do with a small plane or copter unless you crash it into a place full of people... watching pitctures now it appears to be just a couple of floors of the building on fire atm, and it's right next to a river with what looks like a bridge, perhaps a suspension one or ferry one nearby?
