its actually a perfect target, as much as americans hate bush and all these new security laws going into effect, it is making it harder to attack the US. Therefore the only news coverage the taliban are getting is 'terror plan thwarted' n such. so now they pick the relatively easier to hit targets and get back in the news.

least thats my take on it.
