you could see a lot and you could see a little in 3 weeks it's all up to you!
One thing too many americans do is try and visit everything without focusing on particular countries and try to get a sense of authenticity.
While visiting all of Europe in a flash is american tourism that involves only seeing the touristy spots is all too common around the world ... New York, London, Berlin, Amsterdam, Paris, Tokyo etc are the only big cities people usually consider visiting whenever they go to these various countries.
If you were to go to Italy try and do some of the other cities than Rome for example. Try and visit the more real aspects of countries you will be visiting!
A good starting point tends to be France or the UK. They tend to be the cheapest trans-atlantic flights points. If you want to be more central and have access to the various countries in a quicker matter France is the obvious choice but that is fairly irrelevant as going around the continent is extremely easy.
Having personally visited nearly all of Europe if I were to pick places to see I would say UK/Ireland, France, Spain/Italy, Belgium/Netherlands, Switzerland/Germany... both either or ...
If I were to recommend one country I would say Switzerland as they have it "all".
in regards to ryanair easyjet and all these companies you will get the best deals if you get the plane tickets well in advance!
Ryanair actually has deals where you fly for free but only pay airport taxes ( and obviously for the extra non inclusive services like food, luggage etc ).
