IMO - in the late 90s/early 2000 Toronto party organizers did too little, too late to ensure safety, order and reasonable care at their events. Only when it looked like they would have government interference (regulation) did they finally take the issue of safety, drugs, license, capacity, security, etc. seriously. Unfortunately by that time the event organizers/promoters were in no position to be trusted to regulate themselves.

i agree.. i think the approach was far more reactive than proactive.
The fact that cities such as Montreal, Vancouver, Los Angeles, Las Vegas, San Francisco, New York, Miami, etc. are holding such events now with the support of their public and local government is what upsets me the most. We don't have to be Europe to experience this type of thing, it's been happening in our backyards for some time now.
It's hard to imagine what our scene could have been like today ..
