The source for a few basic plugins (like a gain control etc.) are included with the Steinberg SDK. You can find some more in this thread: http://www.kvraudio.com/forum/viewtopic.php?t=30071.
Most vsts are written in C++ with the odd bit of assembly. You can also write them in Delphi, C, Java (but the wrapper sucks) and a few other languages. If you don't know these languages, it will take you a long time to get started. If you want an easier option, you an use something like Reaktor or SynthEdit.

Reaktor is quite good, but SynthEdit is generally of questionable quality. SynthEdit will let you use a bit of your own assembly code though, which I don't think Reaktor will. Be aware though, there is a threading bug in SynthEdit which means any plugin can't be loaded more than once on a dual or quad core CPU - it will crash.
Oh, BTW. I have heard JUCE is very useful for VST programming. I have not used it myself though.
