Yeah this is usually how it works in 2 - peaks tracks, cause the first one needs to be warming up and building and the second one need s to be "Wham! Goodbye".
That's why the 2nd break's ussually shorter as well... Though some include both breakdowns pretty long with the most typical of these being S&G.
About Silence, it's all a matter of view but the way I see it the Tiesto ISOS remix has 1 climax... If U understand what I mean, you have to differ buildups and progressions in the track from climaxes, peaks, choruses (usually in vocal tracks) or whatever you want to call them.
Another example would be Nu NRG - Dreamland that has one climax, but a developement when the piano comes in, and also when the bass comes in... which caused some of us to think ithas a lot of climaxes (Again, if you keep believeing there are more than one and see these as climaxes, respect to ya, it's all a matter of view)
