Power companies are a different type of monopoly.. there is a restriction on the amount of power plants, and as to where they can be constructed... imagine having 3 different types of lighting companies for your area, and imagine what would that mean in the terms of power plants and the amount of cables crossing everywhere... I studied this on my business economics class, too lazy to go on my notes at this moment though.
And yea the FCC ain't too fond of this merger, in the beginning they set out this agreenment that Satellite radio can only exist if there is competition.. but hey, the FCC can re-visit that any day, and there is a chance that it can be done.
Local FM radios are fighting this merger too..
