What this translates to is whenever someone is on the move you have to put your cursor ahead of them. Imagine trying to get a headshot when someone is moving sporadically or back and forth, it makes it tough. It wouldn't be so bad if everyone had the same problem, but the host doesn't. His shots will connect immediately.

This is true of every online game in the universe. Online play = lag time. It's an understood phenomena.
You'll also notice that people with better connections have less lag time, and vice versa. It's the way FPS games have always been.
It would probably be too expensive for Microsoft or the makers of Gears to start up universal hosts, so we're stuck with the way things are for now.
Personally, I haven't noticed any problems I can't adapt to yet. Then again, I don't play all that much online because I'm adamant that FPS games must be played with a mouse-keyboard config to properly control all the different aspects of the game.
