Okay, I propose:
1. - no links to downloads outside the tracklisting forums are allowed at all
2. - links to sets in the tracklisting forums are allowed but only in the original tracklisting thread
3. - a link to a download has to meet the following conditions:
- stable for several months (at least three months)
- must be accessible for everyone
- non-commercial material only
Don't ask me how to implement these rules in such a "chaotic" community like tranceaddict - I don't know.

But anyway, a special challenge is a stable download link.
One possibility would be a download link from sites like megaupload keeping the sets over months. But that requires the uploader to have paid for a premium account over there and the sites also need to tolerate livesets. Most sites find and delete livesets within hours or days!
Torrent sites would do it but only the larger sites and only those not being "closed community". These keep the sets over months and years. Many TA members really hate torrent sites though, they always ask for "easy, fast and immediate downloads" like junkies on speed. Also for the not so popular radio shows it gets difficult to find the sets seeded after one or two months while more popular downloads live "forever".
An FTP site would also do it but the owner might have to consider legal problems as he is responsible for all the hosted files so he permanently needs to check whether or not someone uploads illegal stuff. usenet, something like "alt.binary.tranceaddict"? Possible, but usenet servers tolerating a huge amount of traffic are rare.
Last possibility: "PowerFolder". That might be a suitable option for TA members but I do not know enough about it to see its weaknesses and strengths: www.powerfolder.com
