I got that card to replace the 9800 Pro in my system of similar specs and found out that the 1650Pro was actually SLOWER. I went to the 1950Pro and although it helped out a lot the rest of the system was a big bottle neck.

For the money you're better off upgrading and getting a pci-e card. There are many more available for these days and they're cheaper.

I got the exact same card a while back and it is nice. If you don't care too much about modern gaming it will work great. Don't expect to see high FPS in newer games, even Oblivion. It was my last AGP upgrade before switching everything I had to so I could run pci-e which entailed CPU, motherboard, RAM, PSU, and GPU. A lot of money.

Save up some money and upgrade to PCI-E. That's what I would do.
