Yes.
But bear in mind, it is a stand alone application that requires taking control of your midi in/out ports.
Core usage is as a sound design assistance tool / patch/library manager.
AFAIK, not really anything that you can utilise internally in Cubase (or utilising the vst standard).
You could use patchs scripts / control panels. But I think the core issue is the ability to address parts of sysex from Cubase from a vst instrument. ie: just not possible in the vst framework.
So something like the "Pulse" or "Virus A/B/C" editor from Rekon, or ones I built in Reaktor to control, say my old Novation A-Station, can be used for CC messages.
Once you start getting heavily into Sysex, and thus chasing after the parameters that typically wouldn't be available on the front panel, you are hitting the limitations of the vst framework.
eg: AFAIK, The Rekon Virus editor, can do singles, but has no capabilities to work with multis. Not because of their app, but quite simply because you cannot address the Low and High page sysex data of the Virus via midi.
I could build something in Reaktor for the JP, or I could code a vst to do it, but seeing as my JP sits about 25cm's away, whats the point?

Like a vst? But we are not talking about vst's.
Either just store the patch, and reference that, or record whilst tweaking, then consolidate all the cc data into a preroll area before your track actually starts.
At the risk of sounding rude, and I really don't mean to, just program in the cc changes.
Only other thing I can think of would be having a vst that stores the cc settings, then sends these as a dump upon initiating the song. But why not just store the patch then?

Just to mention that the JP8080 ADA that is supplied with Sound diver has serious short comings. Its unable to see the entire memory of a JP8080, including the patches on a memory card, and its biggest short fall is that you're unable to edit the JP8080 patches. I think the JP8000 ADA works fine though....
