Throw your own events and do a bang-up job of it. If it goes well, it increases demand. The mere perception that you suddenly have booking power raises your profile in turn. That's just how it works. The same thing applies when you begin to produce.
If there isn't much of a hardstyle following in the city I am sure you could start to strike one up... DJ Klonez from out in London was getting things going there, and he gets overseas gigs for his production work from what I understand. All this talk of schmoozing it up and passing on demos won't help you too much; you have to create demand to get the exposure you want. Essentially, if you are just DJing, don't count on much unless there is some bizarre lack of DJs for your style and correspondingly high demand (which won't last long anyhow). Good luck anyway.
