Usually after I've had a shower when they're soft. I cut them using normal clippers over the bin.

i cut my finger nails in any stress inducing environment with my teeth, just like a real man would.

i clip them sitting on the shitter (but not actually using it) over the garbage in the bathroom. i clip them down to the quick using regular nail clippers and then a nail file to smooth the sharp edges.
