The most basic high quality but low budget DJ setup would be something like;

2 CDJ-200s
1 Vestax VMC-002 (or VMC-004)
About 1000$ of music

My advice would also be to start DJing first. If you go for both at the same time you are going to be overloading your brain quite seriously.
DJing can have quite a steep learning curve on it's own without throwing production theory in there.

Do the DJ thing first, work out how much your really love the music, then if it is really you then learn to start producing. If nothing else hearing other peoples music will give you an idea of where you want to do.

You will realise that both are much harder than they seem and you will find a new level of respect for those that do it, trust me.

But generally there is some good advice offered here, so be prepared to spend a little as you do get what you pay for in this business.

Assuming you're clueless from the nature of your post you wont want any of what others have suggested.

You're on a computer at the moment? Is it yours? Consider Traktor 3 at maybe $150?(Link)
and a suitable DJ midi controller $150 ( Link)

That's the super budget, more than capable, plenty of functions 'I am new and don't know whether I'll take to it' setup. Spending hundreds on equipment is a pointless exercise at this point unless you're the sort of person who is afraid of appearing 'sub-standard' in the face of their peers. (see previous posts.)

Production is a different beast entirely - you can try demo's of various sequencers. Ableton Live 6 Demo The Production forum on this site provides a lot of answers. Read up - google around, you don't need to spend much.

excite331 has a point mate....try it out first and then dish out the bucks. Another decent program u can use is Virtual DJ (http://www.virtualdj.com) along with a dj console (www.hercules.com). Its a powerfull but easy to use program, and along with the console u can even get the feel for music too. Its a cheap way to start out and all u would need to do is buy the Dj console which includes a free version of Virtual DJ 3.4.

GOSH, you only need 2 Cdj-200 a decent 2 channel mixer and save your money to buy lots of tunes!!!! I mean you don't need a club setup in your basement!
