This is completely true. Though you may not be able to "copy" the exact bass you are looking for, just about any synth can make a good bass. Some of the most important things are..
1. the oscillators reset on note on or the synth is sample based
if not you can sample the synth and load the notes in a sampler.
instant bass.
2. good use of filter envelopes "AND" amp envelopes...
Alot of people just push the sustain on the amp all the way up and
use the filter envelope to shape the sound...USE BOTH! shape how
you want the volume to be as well. A filter isn't going to turn
off the sound completely all the time. after shaping it then turn
up the volume to where you need it.
3. Try not to compress your bass unless you need to (sidechain is an
exception) Compressing the bass makes it loose alot of it's low
end. I usually try and only compress the bass for note changes so
it doesn't go out of control volume wise when notes go up and down
more just to balance the overall sound.
4. Try short midi notes like 64th lengths etc, try different lengths,
try different octaves...
there are lots of other things but these are some things I keep in mind.
