it all depends on the hardware, but if you increase the speed of your CPU WITHOUT increasing voltages, then its perfectly safe, and makes no difference to the life of your CPU. mine is overclocked without touching the voltage. took 30 seconds to do, and have had zero problems.

yeah voltages are the real killer.
also need adequate cooling, too hot cpu will shorten its life too. but if you keep the voltages stock or dont overvolt too much, that's a big help for a start
most motherboards seem to undervolt anyways, especially under load. so you do have some room to play with
