Google "ground loop isolator". That should do the trick if you find one with the connections you need.

If you're soundcard has not already gone to the dogs, its prolly because soundcard/headphone/main-board has some electrical leak that may give you such a noise. Try changing the soundcard/headphone/main-board and/or other parts one by one

Try disabling (or muting) Microphone, Line-In etc devices. They can cause inteference sometimes.

I get a little bit of a static noise when I scroll down a window, but that's about it. I'm still using an old Soundblaster Audigy soundcard.

Integrated certainly causes this.

I never got it when I had my EMU 0404, but now that I use onboard sound, I get buzzes and such when scrolling or processing stuff and the like.
