I think he said Cold War technology is outdated. It was impractical sending big slow bombers to be shot down by missiles or fast fighter jets.
Nowadays, the bombers have stealth and are super sonic.

I did say that. A problem Russia has to face, (Though they have the cash to do it) is that a good military doesnt consist of a million nuclear warhead's. Putin has had them his entire life. His military penis is tiny and he needs to focus on technology and training in his infantry, armored and air divisions.
Futre war's will be fought over oil. He has obviously recognised this but using nuclear weapon's is futile.

I again ask, are you sure that their technology is outdated ? Russia is one of the biggest exporters of military hardware and it has a state of the art weaponry. Who said that the bomb needs to be dropped off a slow bomber ? It may be fitted on an Sukhoi. Who knows ? THe US also has B-52 bombers still in operations. They are also slow as hell if you compare them to other class of fighter jets. I strongly doubt your statements regarding the poor state of the Russian armed forces. And all this is besides the point. The detonation only serves to send the signal that Russia is again emerging as a key global player. I don't think the Russians are engaged in detailed logistics planning on how to incorporate the weapon into their systems at this point of time.

Future wars ? What are today's wars being fought on ? Ideological differences ?

True, but again WMD's beyond the tactical tonnage are useless. To compare with Europe, Russia need's an army on similar technological terms. State of the art Tank's, well trained infantry and an air power less ominous of cold war technology. (Although as you've cleary stated, they have the money and the manufacturers to build an air force (But even that kindof airforce would be slaughtered by the USAF)) I can see them getting stronger, but not quite strong enough to dwarf their economic power, which is what we are really scared of.

The most important thing is that this vacuum bomb is very environmentally friendly when compared to other bombs of its magnitude ...
