That help should come from within the city, not from a high profile visitor. If the city does have a plan, which they clearly do not, he hasn't set back much. If anything, he's brightened someone's day. That's enough for someone whose life is quite possibly filled with loads of negativity.
Sure, some of these people are happy with their lives, or need a boost to get out of that lifestyle, but it's hardly something that can be likened to a reversion to the pipe while one is in rehab.
