Another part is labels that only care if an album will make money, and not on the quality of the music.
Face it, people will eat up shitty music no matter whether it's free or expensive, and thus it will continue to exist. Personally, I prefer it if it's free, because then the good music will likely be free too.
(Yes, I know I'm adopting the OP's way of tossing the word free around without regard to any monthly flat fees that would be necessary for this to be legal.)
I get a bit tired reading about the music piracy issue in a major label context simply because I don't patronize major labels... well, there's that and the simple fact that people in the underground often feel as if the content is still applicable. The situation is different with just about any electronic dance music style.

Honestly if it wasnt for torrents, i would still be uninterested in music. listening to top 20 pop (or nothing at all - which was the case most of the time) and still never bought a cd in my life (yep. never bought a cd or cared for music all the way until i was 20 - pretty scary for most of you guys to even consider).
In the last year, since i found out about them, ive probally spent around $500 on cds and events that otherwise i would have had not cared about or known about. (Even got an AvB T-Shirt with his signature earlier this year :P )
I have become very passionate about something, that i used to not understand why people talk about so much. i thought listening to music was 'one of those cool things to do'.. and people in the masses followed. Now i sort of look back and laugh at my self and what an ass i was. But it all came down to that i just wasnt exposed or was able to listen to the music that i was in to, and their fore never gave a shit bout it, since i had no reason to. torrents changed this completely. My computer is utterly full at the moment, all 300 gig, so ive had to give it a break for now until i can get an extra external hard-drive, to get going again. But it has been the best and probally the most passionate thing i have ever had in my life.
Free Music could make a happier more fulfilling life for alot more people xD
Obviously the whole issue is very sensitive and complex. So i dont see it happening any time soon. and bla bla. whatevs.. haha
