Most parents wait until the very last minute to do this shopping, they're desperate to find costumes for their kids and they'll take whatever's available. When the consumer's primary concern is convenience and minimal effort, retailers can pretty well sell whatever they please.

I kinda agree, but I would say that the stronger forces at work here are the forces of supply and demand. I doubt the retailers suddenly went, "oh let's sluttify our costume line for no reason." The sluttier costumes sold better than the conservative ones, so they shifted to making more and more slutty costumes. So yes, parents are to blame here - they started the trend of buying slutty costumes for kids, the retailers just responded.
