You guys have it ALL wrong. This is what the Guv is doing:


Ok phase one involves: Building an attached area where the front entrance of Guv is now. This is basically the entrance to Guv AND the condo that will be build on top of Guv.

Phase 2: Above the entrance is where the actual condo would be overlooking the Guv entrance (and skybar etc).

Phase 3: Keep building upper levels of the condo.

I might have seen documentation that confirms this.
