This is the golden rule of men's restroom etiquette. You never, ever select the urinal directly next to an occupied urinal unless all stalls are occupied and even then unless you are about to piss your pants you should just wait until someone is finished with one of the occupied urinals. The only exceptions are concerts/sporting events where the restrooms are at full capacity with a line and people are already pissing in the sinks and trash cans.
