If you're looking for cheap improvements...
1) check your doors - make sure the draft stops at the bottom of each is properly set so that it forms a seel with the door jamb, if it doesn't you can probably adjust it using only a screw driver. If you cannot then go get new ones.
2) foam tape is your friend... line your door jambs with foam tape to act as a gasket on all exterior doors. if you have drafts from your windows this can help on window frames too.
3) spray foam insulation - shoot some of this shit in any cracks you have in your walls or window frames.
4) change your furnace filter.
5) get a programable digital thermostat, set it to lower temps for times when no one is home or when sleeping.
6) clean your ducts - greater efficiency in heating.

i've thought about installing one of those for a while now but i'm afraid the install might be tricky since we're in an older house. i did it once before but it was right after we had remodeled our upstairs back home so everything was brand new.
