I think this is cause the NFL wanted the cable companies to carry the NFL Network on regular basic service since its only available on a Sports Tier. Personally I would love to get the NFL Network in the basic service since I have digital cable. So I would have to side with the NFL Network on this one. We don't want to pay extra just to get one network to watch the games.

I disagree with that. I don't want to pay extra for a channel I'm going to care about exactly 17 times a year.

I don't care for the NFL when the season is over. I have plenty of other sports to keep me occupied during the offseason (NHL, NBA, College Hoops, MLB, EPL/FA Cup/Champions League). Why should I want to pay extra if I don't care for the NFL for half the year? Besides the exclusive games, what compelling program does the NFL network provide that would make me demand for it? Currently, none.
It's better as part of a sports package.
