The actual sound has a bit of a talkbox character, but it is quite bassy. Talkboxes can only do high freq sounds because they use a tweeter, which would blow up if you tried haha. I'd say this is a vocoder.

Anyway, you could make something "similar" or good enough, yes. You just need to find the right vocoder and the right carrier.
