Soundproofing is an option, but you have to also worry about the sound escaping through the floor and ceiling.
If you want truly proper sound at any time of day, the only way to really go about it is to get your own house, or loft, or find some extremely tolerant neighbours. (even with a house with certain sub-division designs, the bass will travel to the tightly packed homes near by, so sound dampening insulation is still needed).
This is the problem I've run into with working in the studio. Luckily for me at the place I currently rent has a bunker in the sub-basement I've converted into a sound-proofed room, so when sound does escape (which is only bass) it only ends up in my own kitchen. So other than the odd dinner plate rattling around, pretty solid
