I think bleep.com has a lot of old techno releases on mp3. But the best way to really get all the goodies would be to buy the vinyl.

a lot of good suggestions in here. I'll add some although some do not just produce techno. Pig & Dan, Robert Babicz, Ben Clock, Popof, Christian Smith, John Sellway, Chaim, Guy Gerber, Kaliber, Steve Bug, Swayzak, Jonas Koop, Oliver Huntemann.

decks.de
music-head.de

Both have pretty good selections of techno. I browse regular juno the most though.
Here are a couple of people off the top of my head who rarely disappoint me:

Pascal F.E.O.S.
Ralph Sliwinski
Jichael Mackson
Monolake
Surgeon
Franklin De Costa

For getting samples of older techno tracks then I'd recommend having a look through the back catalogue on www.nuloop.com

They don't have much in stock but its a good way to hear old tracks as it seems everything they've ever had in stock has a sample online.

www.energyflashrecords.com is good for getting rare old techno tracks but can be quite expensive.
