Because art is a reflection of what is on the inside of mankind - an expulsion of ideas, truthful or purposefully not. True, art is very often reflective of the world that man lives in rather than just feelings and turmoil, but if it is actually art, then it is still a reflection of perspective; a view into how somebody else sees the world.
With this in mind, it is quite possible for a great deal of things to be considered 'art': painting, drawing, music, basket-weaving - as long as it is expressive and takes a degree of skill or training to achieve a genuine reflection of outward insight, then it is, technically, 'art'.
This isn't to say that there is a whole lot of 'good' art out there - just to say that art, itself, *is* a sort of stroking of ones member - a stimulation of sorts, often for pleasure [but not always], that is intended to achieve an effect.
