I'm not sure if you're reffering to something I posted a few years back, but normalizing or compression is not lossless hence why you need to redither as it decreases the word lenght. Whether the quantization distortion caused by normalizing or compression is percievable by the human ear depends somewhat on the degree of precision used and on how big the volume change is.
