I'm not sure why there is any assumption.
They knew before they went in there they would be stuck there until the Iraqis decide they want to run their country.
What wasn't known (obviously) was how long it was going to take for the Iraqis to actually make that decision.
It's painful to see that this country doesn't seem to have any sense of self worth and likes being lead by the nose by who ever is currently running the place. The U.S. has simply become stuck being the next baby sitter...
