Is it still not working?
I'm assuming you were posting at about the same time I was and missed the 'check the DNS servers' thing.
Since going to a page (let's use google) by the name (http://google.com) doesn't work, have your friend try http://64.233.187.99. If the page loads (should be Google, of course), that means the DNS (domain name service) resolving is not working.
To fix, you could try 'ipconfig /flushdns' from the command line (start > run > cmd).
Also, Internet Pulse is showing Savvis is crapping all over itself right now. To check for this, you could traceroute to some IP address to check if the packets are getting dropped and where.
