All it is, is an ADSR envelope modulating a LP filter. But what settings for the ADSR controls? And then I can transfer those to another filter VST with an envelope modulation option

I'd try getting close by choosing a reverb vst where you can easily control low/high freqs in it as well as the High Damping (and/or cross-over frequency). This should give you enough liberty to define the reverb tail in more detail.
