Minimal techno like Spastik or some of Robert Hood's work is fairly atonal, but traditional techno is generally highly melodic.

Strings Of Life anyone?

I would call this techno I think; in that it's not funky/rhythmic enough to be straight house, not dubby/deep enough to be deep house and not atmospheric and percussive enough to be progressive house.

That is because all of the prototypical techno artists like May were creating house music. It just ended up being labeled 'techno' because we have some ridiculous need crate genres and subgenres of music.

I disagree, I see it as fundmentally different to the house music I know from that era, although it obviously drew huge influence from it.

That's only one example anyway; one I picked because it's the most obvious and recognisable.
