To start, grab yourself a Jomox Sunsyn. Tweak the parameters until you get a nice deep kick happening. Then you'll need a hihat - an Oberheim Matrix 12 will fit the bill nicely. If you want to add a snare, an Alesis Andromeda is perfect, whereas if you're more of a clap man, naturally you'll want a Minimoog Voyager.
After that, grab some bass and synth multisamples (128 kb/s mp3s are fine) and sprinkle lightly on top.
Voila!

Resisting the urge to have a laugh (theres always another fool asking sillier questions, I'll let you go) the best thing IMO to do, is grab a copy of NI komplete (best synths around at an awright package price), get a real DAW (sonar, Cubase, Logic, Ableton) get a soundcard and some headphones and a midi controller.
If you wanna do it really cheap, go with Reaper and a few free synths, but you'll have a harder time. You'll want a soundcard and headphones either way.
Then, apply youself to learning, buy magazines, hang around here, don't ask anymore questions till you know what your doing.
