The sweater-fests and shirtless men have a symbiotic relationship. The sweater-vest provides an extra layer of protection against the shirtless men that brush past them. The thick fabric of the sweater-vest then acts as a towel-device for the shirtless men. They leave the encounter somewhat dryer than before, and are less of a sweat-bag when brushing up against those who are unprotected.

In the future, the Guverment will be trying to maintain a 5:1 ratio of sweater-vests per shirtless men. This should ensure that the shirtless men frequently encounter these 'dry as you bump past them' stations, keeping the other guests of the club man-sweat free.

that's what i was gonna say!! clearly you can see the sides of that coat slinging down either side of the back to form the bottom of the waist coat.
