I haven't use torrent sites in a very long time but I believe that mininova.org and torrentreactor.net may be good places to start.
Not sure if you are aware but in order to get around day-time throttelling use "Hotspot Shield" vpn software (anchorfree.com). My dowloads are back to where they should be during the evening/night, no more 30Kb limits

it's an overseer of other torrent sites so will show you the best speeds and seeders of the other big sites like mininova, btmon, piratebay and so forth and such like. it's kinda like the progressive.com of torrents.
