not really. it almost always has a rhythm (hence its other name "rhythmic noise"), which already qualifies it as music. it is also often very melodic (have you ever heard gridlock's "formless" or s:cage's "madness turns to glass"?). so it is, in fact, a form of music, that just happens to be quiet noisy. there are other genres that can indeed be considered anti-musical. power noise is not one of them.

edit: also, you may be confusing power noise with power electronics

absolutely not. they have very little in common. the names are awfully similar, which creates lots of confusion. (incidentally, raoul roucka should be castrated for coining up the term "power noise" in the first place.)

power electronics does not have to be all harsh noise. the american and finnish schools are very noisy, yes. but most of the stuff coming out of, say, germany is very tame in comparison. the presence of vocals is what really matters too.

and yes, ntt can be considered p.e. as well. he himself calls his opuses "power romance". one could say he's the emo guy of the p.e. scene - and would be right
