Piracy may have gone on, I don't know, but what I do know is that is was not nearly as bad as it is today, otherwise like I said, it would have been impossible to open the Port of Mogadishu. The ICU executed any pirates they caught.
My point exactly. I have known too many people that have gotten caught for piracy (including a guy that didn't get any bullshit but the FBI did show up at his door one day) to ever be some naive idiot that thinks it doesn't go on.

The fact is, the ICU drastically curtailed piracy when they controlled southern Somalia. Maybe not to absolute zero, but drastic nonetheless. Strange what happens when the law is strictly enforced ay?

I suggest you read some of the reports from Freedom House or the US Insitute of Peace, among other groups that catalog human rights transgressions, corruption, and overall political violence.
