Was going to say this is an earth hum issue or EMI/RFI problem.
Balanced cables will most certainly fix it if ti's just an issue of interference, but if you've got grounding/loop issues you need to think about your main power supplies.
Power conditioners will fix this - the really cheap ones are not worth buying as they're nothing more than in line capacitors to reduce peaks/spikes, but the Furman ones are very good and not too expensive.
Honestly, I've you've got monitors that good and other equipment of similar caliber then you really want to think about getting a power conditioner. Normal mains is really dirty, especially in apartments and older houses.
(Anthony) the thing with the cieling fan is a classic - lights and mains outlet are meant to be on separate loops but as houses are changed etc. people take feeds from all over the place (nearest sources). It doesn't matter for domestic appliances but is a real problem for audio equipment.
As for cables, get good balanced (hand made if possible) and don't believe the hype - stay away from monster (at all costs) and buy Mogami, Canare or Van Damme.
Also, make sure you never have power leads running next to audio cables. If they must cross then do it only at 90 degree angles. Don't also let audio cables run next to your computer, you basically want them to exit and get away from the computer asap (computers act as large electromagnets).
Finally, the thing with your TV indicates it's a ground loop issue, so get those cables.....
