The technical issues with something like this isn't usually the end-user. All you'd need, at minimum, is a 300kbps stream. 96kbps for audio, and the rest for video at a lower framerate to increase the image quality (considering it's a dark video with various flashing lights on it).
But,pending some tests, a lower bitrate might even be possible. H.264 is amazing stuff!
Cable is 6mbps+ these days
DSL various, but it's lowest is "upto 1.5mbps*... 368kbps guaranteed, but just about everyone on DSL gets at least 1mbps+...most close to 1.5mbps. But there are various DSL packages with various speeds going upto 6mbps...and cheaper than cable. This said, most poeple on any type of broadband connection wouldn't have any issue with a 300k or 400k stream. At work, we offer 1400k, 700k, 400k, 150k....A few years ago, about half the streams were 150k. Now less than 1% are. Something like 0.4%...mainly split between 700k and 400k now. 1400k on the rise, but will be awhile before it's dominant.
The biggest challenge for somethign like this is 1. the encoding computer, though a 300kbps stream wouldn't require a powerful computer really) and the upload speed. If they have a DSL line, what level of service...upload speeds can range between package. And DSL tends to have lower upload speeds than cable. If it's a business DSL line, might have the same upload speed as download...
Streaming is flexable and you can adjust settings based around your restrictions...always room to lower the bitrate (of the video...drop the bitrate, drop the framerate to maintain image quality), etc. audio is the important bitrate the should be maintained if possible.
Again, something I'd love to help out at least trying. Just need some time there to set it up and test it out on day/night.
