I graduated from undergrad about a year ago. This would be direct international student. So no exchange.
Unless... I can apply to local University and directly request to do an exchange? Possible?

Don't think so. There are some rules around exchanges I believe.
Like you cannot participate in an exchange program if you are currently in your last semester. You have to finish your last semester at home to be accepted in the exchange program.
That's why most people go on exchange in their third year.
I had quite a few friends who went to France for school, but it was all exchange, and the I knew other people who were from France going to school, but that doesn't apply here.
I think I had a friend or two go to France for a Master's Program but cannot remember. All I know is that if they did, they had help from their professors. I went to a bilingual University so we had lots of connections and affiliations with Universities over there. We had some profs who taught in France and Toronto in the same year.

here's a far fetched scenario.
You move to Quebec and stay there for one year without studying, you could work for example.
after one year, you become a quebec resident and have access to "free" education in France( you pay the same tution as a québecois but in france).
I dated a girl French girl who was on exchange from France. She was astonished by the efficiency of our government bureaucracy. Doesn't surprise me you haven't received a response - get ready to be patient! (enjoy some wine and baguette to pass the time)
